What Actually Split the Recovery? Not the Buildings — Inspection, Water, and Logistics

Looking back over these 13 days, what decided recovery speed wasn't whether a building survived the quake. Four factors mattered more.

First, inspection speed. TOPPAN's Tamana plant suffered no structural damage at all, yet it still took at least six days before a restart was in sight (see our company-specific report). In the 2016 precedent, 18% of production tools had shifted 11 millimeters or more out of position. A building can survive intact and precision equipment still can't run without inspection and recalibration.

Second, water access. Semiconductor front-end processing (the stage that builds circuits onto a ) consumes large volumes of ultrapure water, purified to remove nearly all impurities. Outages peaked at about 108,100 households across 4 prefectures and 15 municipalities, yet Kikuyo and Ozu, where most fabs sit, never appeared on the outage list at all.
